UK and France Will Dispatch Forces to Ukraine should a Peace Agreement is Reached

The UK and France have formalized a statement of purpose concerning the positioning of armed personnel in the nation in the event a peace deal be made with Moscow, the British leader, Starmer, has stated.

Following talks with Kyiv's partners in the French capital, he said that the allies would "set up defense centers in various parts of Ukraine and construct fortified facilities for military hardware and defense matériel" to deter any potential attack.

The allied nations also proposed that the US would assume leadership in monitoring a halt in hostilities.

The Kremlin has consistently cautioned that any foreign troops in Ukraine would be considered a "acceptable aim", but has so far not issued a statement on this new announcement.

The Situation and Ongoing Conflict

The Kremlin's head Vladimir Putin began a full-scale invasion of Ukraine in the start of last year, and Russia currently occupies about 20% of Ukrainian territory.

"This is a vital part of our pledge to be alongside Ukraine for the long-term," commented Starmer.

Heads of state and top officials from the "Partner Group" participated in the recent discussions.

He stated at a combined announcement, he further said: "It creates the pathway for the legal framework under which allied and coalition forces could function on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's defense capabilities for the years ahead."

The UK prime minister also stated that Britain would participate in any US-led confirmation of a possible ceasefire.

Protection Pledges and Negotiation Stances

Top Washington representative Steve Witkoff remarked that "lasting safety pledges and strong prosperity commitments are essential to a enduring ceasefire" in Ukraine – mentioning a central condition made by the Ukrainian government.

He indicated the coalition had "substantially agreed on" their work on establishing such assurances "in order that the citizens of Ukraine know that when this hostilities ends, it ends forever."

The former US envoy, former American President Donald Trump's advisor, also participated in the negotiations.

At the same time, French President Emmanuel Macron stated that Ukraine's supporters had made "considerable advances" at the negotiations.

He noted that "robust" security guarantees for Kyiv had been settled upon in the case of a prospective ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "huge development" had been made in the talks, but cautioned that he would only view efforts to be "adequate" if they led to the cessation of the fighting.

Recently, Zelensky suggested a peace agreement was "90% ready". Agreeing on the outstanding 10% would "decide the outcome of peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Territory and security guarantees have been at the center of ongoing disputes for diplomats.
  • The Russian President has often said that Ukraine's forces must pull back from the entirety of Ukraine's eastern Donbas or Russia will occupy it, refusing any compromise over how to end the war.
  • Kyiv has thus far excluded surrendering any territory, but has proposed that Ukraine could pull back its forces to an designated point – but only if Russia does the same.

Moscow currently controls approximately 75% of the Donetsk region and around 99% of the bordering Luhansk. The two regions form the area of Donbas.

The original US-led comprehensive peace plan that was extensively reported to the media last year was perceived by Ukraine and its partners in Europe as being disproportionately favorable in Moscow's direction.

This sparked weeks of focused negotiations – with Ukraine, the US and European leaders trying to revise the draft.
