The Collapse of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of contrasting events captured the grim essence of the current period. By day, diplomatic battles are fought: positive announcements are released from different nations. Significant resources is expended on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the main instrument for achieving "peace".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting missile launches from across the border, a capability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by European allies.

Moments later, Kyiv's missile defense engaged: defensive missiles deployed against a incoming threat. This was a advanced protection mechanism at work, most likely supplied through Western nations. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly becomes sober acceptance: perhaps the incoming missile won't strike its target this time, sparing the city from ruin and additional electricity failures.

Persistent Threats

Following this, a large-caliber weapon engaged a drone somewhere nearby, part of a defensive team – most likely Western-made equipment. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its objective.

Periodically, this persisted until dawn. Kyiv faced the daybreak reports: several casualties, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those full day illustrated Ukraine's essential dependence on international aid – a reliance that European nations are clearly incapable to substitute in the immediate future.

Failed Diplomacy

The detailed framework from American leadership sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new approach from American administration adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This trend will, no doubt, persist.

Strategic Calculations

It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership functions according to a premise familiar among international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is impossible to pressure the Kremlin to abandon the land that it already controls in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does nothing to discourage Russia, through diplomacy or military means, from assuming that the status quo will not shift further in its favour in the near future.

Divergent Views

Therefore, Moscow is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing civilians and areas but avoiding a total frontline collapse until conditions improve in its benefit.

Current Realities

Factually, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not shift toward domestic problems. And although their objective will now be much harder after current events, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a just a single week to eliminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of representatives, and finally, recent disclosures, all served their function.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
